The investigation, which began in 2016, revealed that Onder Ari and Sedat Necipoglu paid the physicians responsible for most of their patient referrals well above fair market value for services provided. In addition, the men sold interests in Allstate to five physicians and provided gifts such as travel and tickets to sporting events.

The FBI and Department of Health and Human Services – Office of Inspector General conducted the investigation along with the U.S. Attorney’s Office.

“We will continue to work with our law enforcement partners to investigate improper payments to physicians to protect patients and the integrity of the programs from unscrupulous acts,” said Special Agent in Charge Miranda Bennett of the DHHS-OIG.
